Beyond Compute: A New Report Reveals Why Organizations Struggle to Implement AI
India AI Impact Summit, New Delhi - February 20, 2026: At the India AI Impact Summit, we will globally release the State of Cognition Report 2026, a behavioral intelligence study examining why AI implementation stalls inside organizations, even when infrastructure and investment are strong.
While the global AI narrative focuses on chips, models, and capital, this report investigates a deeper constraint: The Cognition Infrastructure Gap.
The gap between deploying advanced AI systems and evolving the human decision architecture required to use them effectively.

What Makes This Report Different
Unlike perception surveys or executive self-reporting, this report is grounded in live behavioral telemetry captured through the Evivve Simulation built on the AFERR Model (Activation, Forecasting, Experimentation, Realization, Reflection).
The AFERR framework is rooted in cognitive neuroscience and behavioral science, mapping how humans:
- Activate under uncertainty
- Forecast risk and opportunity
- Experiment under pressure
- Realize outcomes accurately
- Reflect to correct bias
Using time-stamped decision logs including action tempo, collaboration patterns, trade latency, stress responses, and recovery behavior the report extracts authentic cognitive signatures under simulated high-pressure conditions.
This allows us to measure not what leaders say they do but what they actually do when decisions matter.
India vs Global: Key Findings
Drawing from high-performing cohorts across 50 countries (H2 2025 – H1 2026):
- India demonstrates world-leading Execution Fluency (8.2–8.4/10)
- India leads by 38% in operational urgency
- India is 33% stronger in deep industrial focus
- Global elite cohorts are 42–69% more mesh-ready, exhibiting stronger horizontal trust networks
- Global teams are 3x more resilient under stress, demonstrating greater Structural Plasticity
Despite India’s execution strength, its Cognitive Readiness Index (CRI) stands at 7.04 versus a global benchmark of 7.10, revealing a structural imbalance between vertical efficiency and decentralized adaptability.
Most enterprises remain stuck in pilot mode with AI.
Why?
- Reflection and trust rituals are weak.
- Horizontal intelligence is underdeveloped.
- Senior leaders must manually verify AI outputs.
We call this the Human Verifier Tax (the cost of deploying 21st-century AI into 20th-century cognitive structures.)
India possesses elite execution hardware. The opportunity now is upgrading the organizational software social cognition, adaptability, and reflective intelligence to fully leverage agentic AI.
“India’s workforce is one of the fastest executors in the world. The opportunity now is to evolve from vertical efficiency to horizontal intelligence.”
